MEL Data Officer – Ghana

ROLE & RESPONSIBILITIES

About the Role:

The MEL Data Officer will play a key role in supporting EWS-KT Ghana’s monitoring, evaluation, and learning (MEL) activities. The primary responsibility of the MEL Data Officer will be to implement the M&E framework and to collect, analyze, and interpret data to provide insights that help inform decision-making and enhance program performance. The MEL Data Officer will work closely with the EWS-KT MEL Manager to develop data collection tools, establish data management protocols, and produce accurate and timely reports.

Responsibilities:

Data Collection and Management:

  • Collaborate with the Ghana field team to ensure timely and accurate data collection with the in-house KT App; provide training where needed.
  • Implement data collection tools, including surveys, questionnaires, and data entry forms.
  • Maintain the database, ensuring data quality, accuracy, and confidentiality.

Data Analysis and Reporting:

  • Analyze collected data using statistical techniques to identify trends, patterns, and insights.
  • Prepare comprehensive reports and visualizations that effectively communicate findings to stakeholders.
  • Conduct data quality checks and validation to ensure accuracy and reliability of data; clean data where needed.
  • Produce monthly reports analyzing data, impact, and participant attendance.
  • Produce reports according to project deliverables.
  • Archive photos from field visits and demo plots.

Performance Monitoring and Evaluation:

  • Assist in the development and implementation of the M&E framework and M&E tools and indicators.
  • Identify the M&E tools needed for each project, including the KT App and surveys.
  • Help with inception and reflection meetings as part of project implementation.
  • Monitor project performance against established targets and objectives.
  • Monitor the implementation of field activities and visit project areas regularly.
  • Participate actively in the elaboration and reviews of the M&E system for project activities.

Continuous Improvement:

  • Identify areas for improvement in data collection, analysis, and reporting processes.
  • Provide recommendations for enhancing data quality, efficiency, and effectiveness.

QUALIFICATIONS

  • Bachelor’s or master’s degree in statistics, mathematics, economics, agricultural sciences, or a related field.
  • Proven experience as a Data Officer or similar role, preferably in the agricultural or development sector.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data sets and draw actionable insights.
  • Familiarity with M&E frameworks, indicators, and methodologies.
  • Excellent communication skills, with the ability to present technical information to nontechnical stakeholders.
  • Detail-oriented, with a strong commitment to data accuracy and quality.
  • Ability to work effectively both independently and collaboratively in a team environment.
  • Prior experience working in international development projects is an advantage.
  • Knowledge of agricultural practices and seed systems is a plus.
